Over six weeks, residents got an inside look at how their local government works through interactive sessions and hands-on experiences.🏛️ 🎓 Academy members learned about a range of topics, including general government operations, infrastructure, utilities, and public works, community development, housing and homelessness, parks and recreation, public safety, and City finances. The program wrapped up with an executive team roundtable, where participants interacted with City department leaders. Here's what participants had to say about this year's City Academy: 🗣️"The Napa City Academy Program was fantastic. A wealth of very relevant information was provided by knowledgeable and enthusiastic City staff members. I wish every single resident of Napa could attend these. Knowledge is power!" 🗣️"I enjoyed hearing from and meeting the City leaders and workers. I came away feeling like the City of Napa is well run by highly competent people." 🗣️"[The best part of Napa City Academy was] having each department make their own presentation. It gave a feel for how each department worked and how proud they are of the work they do. I went into the Academy wanting to understand Napa's plan for homelessness and how the recreation department worked. I was pleased with what I learned about these and was surprised how much I enjoyed learning about the other functions of the City." 📊 City of Napa Financial Forecast Update At the October 15 City Council meeting, the Finance Department presented an update on the Long-Term Financial Forecast. Here are some key points for our community: Revenue Growth: - Property and Sales Tax revenues continue to grow, but that growth is projected at a more moderate rate - Transient Occupancy Tax (TOT) has plateaued has plateaued in this fiscal year with projections to slow down some Expenditure Trends: - Inflation remains a factor and labor costs continue to rise - There are projected increases in pension costs (CalPERS) Budget Outlook: - General Fund Reserves are currently fully funded, but may face pressure - Expenditures are projected to outpace revenues in coming years Looking ahead, the City may need to make adjustments to ensure fiscal stability. The City is committed to keeping the community updated on Napa's financial future. Meet Jonathen Sakamoto, a valued member of our City Manager's Office - Housing Division! As part of the Housing Division, Jonathen helps manage affordable housing programs and oversees properties in American Canyon, Calistoga, St. Helena and Yountville. He's also involved in exciting new developments like the Heritage Housing/Valle Verde permanent supportive housing project. But Jonathen isn't all work and no play! [para español👇] 📢⭐ City Council Community Update! ⭐ Check out the following updates from the October 15 City Council meeting. 📜 Proclamations: The Napa City Council proclaimed October 17 as "Imagine a Day Without Water" day. Napa City Council also proclaimed October as National Pedestrian Safety Month. 👥 Consent Calendar: The City Council appointed two incumbents and one new member to the Bicycle and Pedestrian Advisory Commission. Napa City Council also updated the Parks, Recreation and Trees Advisory Commission membership and re-appointed incumbent members to the Building and Fire Code Board of Appeals, Community Development Block Grant Advisory Committee (CDBG), Board of Commissioners of the Housing Authority and Senior Advisory Commission. The Council also received the Monthly Budget and Income Statement. The City Council authorized the Utilities Department to apply for a CalRecycle Beverage Container Recycling Grant. They approved several budget adjustments for various Capital Improvement Program projects, including park improvements and facility repairs. City Council also approved a contract for replacing the cooling tower at the Police Department, amended a contract for purchasing asphalt and aggregate materials and approved a budget transfer for repairing and rehabilitating a 36-inch water main crossing Redwood Creek. 📈 Administrative Reports: The Council identified names of interested Councilmembers to be considered as nominees for the Metropolitan Transportation Commission (MTC) and received a presentation on Watershed Management from the Utilities Department, providing an overview of their efforts in this area. The City Council also received a presentation on Traffic Safety, highlighting City staff's initiatives to improve safety on Napa's roads and discussed the process to fill an anticipated City Council vacancy for District 1, for an unexpired term ending in 2026. Outside of her important work for the City, here are some fun facts about Rayna: 🏞️ She's an outdoor enthusiast! Hiking is her favorite activity, and she loves exploring Pena Adobe with her son, where they enjoy spotting the local cows. ⚾ Rayna is a huge sports fan, particularly of the SF Giants. She and her family try to attend at least 10 games per season. Growing up, she was a devoted 49ers fan, attending games at Candlestick Park with her family as season passholders. (She's hoping for a 49ers Super Bowl win this year!) 🍣 When it comes to food, Rayna's top pick is sushi! Thank you Rayna for all that you do for the City of Napa!
