Armenia has ratified the Rome Statute, the founding treaty of the International Criminal Court (ICC), which issued an arrest warrant for Vladimir Putin last March. The ratification obligates Armenia to arrest Putin if he visits the country and extradite him to the Hague tribunal. Armenia's prime minister, Nikol Pashinyan, argued that ratification was necessary to protect the country against Azerbaijan.
