Conflict in Ethiopia's Amhara region has resulted in the deaths of dozens of civilians, according to the United Nations and the Ethiopian Human Rights Commission. Ethiopia's Prime Minister, Abiy Ahmed, has reassured neighboring countries that Ethiopia does not intend to use force to achieve direct access to a Red Sea port. The European Union has pledged to provide Ethiopia with $680 million in delayed aid, subject to the country agreeing to a reform program with the International Monetary Fund and meeting other political conditions. Talks between Ethiopia and Egypt over the controversial Nile dam have made little progress, raising concerns about the impact of the dam on Egypt's fresh water supply.
