The International Seabed Authority (ISA) has agreed to discuss the risks of deep-sea mining in 2024, sparking a battle between countries in favor of mining and those calling for a moratorium. France, Chile, Costa Rica, Vanuatu, and Palau have called for a debate on the principle of exploiting the ocean floor, but this was not included on the agenda.
