Last Tuesday, Tornado Cash was sanctioned by the US Treasury. This means all U.S. persons and entities are prohibited from interacting with Tornado Cash. Those who do may face criminal penalties. The move by the US Treasury comes as a response to revelations that Lazarus Group, the North Korean hacking group tied to the $455 million March hack of Axie Infinity's Ronin Network, has been interacting with Tornado Cash.

Tornado Cash effectively pools crypto assets and distributes them to new addresses. Normally, transactions on a blockchain carry the equivalent of a cash serial number that lets the anyone track payments. Using Tornado Cash, customers could deposit ETH using one address, funds would be mixed into a single pool containing all users' funds, then drawn out using a different address, making the owner untraceable.

Allowing users to obfuscate where their funds have been and where they're going has attracted hackers looking to launder stolen crypto. This is why the Treasury has acted swiftly with the blanket ban on all participants of Tornado Cash stating the service "has been used to launder more than $7 billion worth of virtual currency since its creation in 2019." However, not all of the crypto that flowed through Tornado Cash was laundered.

Looking at a report created by Chainalysis, a blockchain monitoring and analysis firm, we can see the breakdown of the source of crypto moving through Tornado Cash, with close to half being used for DeFi purposes, none of which, according to Chainalysis, is necessarily illicit.

At Apollo, we agree wholeheartedly with tackling money laundering. However, this development is concerning for two reasons. First, the US Treasury is sanctioning the use of software as opposed to an entity or individual. Second, Tornado Cash is a neutral tool that can be used for good and bad use cases, like many other technologies. 

While this is a concerning development, we think there is a great deal of 'water to flow under the bridge.' There is and will be a backlash from the crypto community, whose lobbying efforts are gaining strength. We also think this will have a limited effect on crypto markets more broadly, given the regulations relate to a narrow subset of crypto, to which the Apollo funds have no exposure.
