⚡An Electricity Market Design Fit for Cleantech Competitiveness ⚡
 
The upcoming reform of the EU’s Electricity Market Design (EMD) is a critical opportunity to accelerate the deployment of clean technologies - and to supply abundant, cheap and clean electricity to Europe’s emerging clean economy.  
 
The transition to a new energy system is set to bring a shock to our ageing grid infrastructure: production is becoming increasingly decentralised, new loads like electric vehicles and heat pumps are coming online, and consumers are becoming producers as well. The grid of the future needs to be able to absorb this shock, not only with infrastructure upgrades but with the adoption of flexibility and storage technologies. 
 
Our 3 proposals to the European Commission:

⚡ Reform the market to prioritise abundant, cheap and clean electricity 
📈 Enable business models for a more flexible electricity system leveraging LDES and demand-response
🔌 Build up the electricity grid needed to succeed

Can the EU compete with the US and China on cleantech?

It’s the trillion-euro question we have been asked for the past months by policymakers, journalists and researchers.
 
Our read is that the Inflation Reduction Act is already acting as a strong magnet, attracting cleantech innovators and investors with clear market signals. If the EU wants to retain and scale its clean technologies, it needs to send equally clear and compelling market signals.
 
As the EU negotiates its Green Deal Industrial Plan, we put together our community’s take on what is needed for the EU to lead the global cleantech race:
 
🎯 Set clear sectoral priorities: the GDIP fails to identify critical cleantech sectors and propose clear objectives for each. Let’s not punt this precious signal 12-18 months down the road!
 
📈 Create strong finance and demand market signals: instead of shiny new things, focus on the low-hanging fruits, re-focusing existing instruments like the Innovation Fund on the cleantech scale-up race, and do it in the next 6 months to stop the cleantech leakage.
 
💡 Focus on an EU-wide strategy: instead of a race to subsidise national champions, let’s further integrate our markets and focus on shared infrastructure, like a future-proof electricity grid, and invest in the supply chains and skills we need.
 
Echoing the pan-European nature of this challenge, we co-sign our response with Tech for Net Zero Alliance, Cleantech for France, Cleantech for Baltics and Cleantech for Nordics.

👀 THE EUROPEAN COMMISSION ISSUES ITS PROPOSED RESPONSE TO IRA 👀

Last week President Ursula von der Leyen presented the European Commission’s proposed response to the Inflation Reduction Act (IRA), called the Green Deal Industrial Plan (GDIP). Against the backdrop of the escalating climate and energy crises, the GDIP aims to ensure our competitiveness in the race to scale clean technologies for a net-zero future.  

The bounty of tax breaks and other incentives contained in the IRA acts as a strong pull for clean technologies. As a result, many promising EU companies are already considering the possibility or even need to expand in the US. 

The GDIP is a collection of good ideas, many of which we have advocated for. It includes: 

1. Simplifying the regulatory environment for clean technologies by setting manufacturing goals for 2030, identifying strategic value chains and accelerating permitting and certification 
2. Speeding up access to finance for clean technologies, with a mix of state aid reform, re-orienting of existing pockets towards cleantech and new ideas like fixed premiums for renewable hydrogen 
3. Investing in skills to counter the cleantech labour shortage, pointing out that vacancies in green sectors have doubled between 2015 and 2021 
4. Increasing trade and agreements with partners to secure supply chains and critical materials for clean technologies 

However, taken as a whole, the plan does not yet constitute a strong enough market signal to rival the IRA or China’s industrial policy. In particular, we believe the plan misses an opportunity to:  

🎯 Set clear sectoral priorities and targets to kick-start markets, a main feature of the IRA. In comparison, the GDIP punts this to a future piece of legislation, the Net-Zero Industry Act 

💶Send short-term market signals to stop “cleantech leakage”, either by re-focusing funding tools on the cleantech scale-up, or by guaranteeing demand. For instance, the fixed premiums idea is excellent, but relatively small compared to the US’ hydrogen subsidy.  
🤝Set a vision for a whole-of-Europe cleantech strategy, rather than 27 individualized approaches. The priority given to state aid reform risks creating an intra-EU subsidy race, while benefitting large incumbents more than cleantech innovators.

🔋 CLEANTECH FOR EUROPE SUMMIT STARTS SHAPING EU’S CLEANTECH STRATEGY 🔋

Yesterday was a seminal moment for the European cleantech community, as it came together with leading policymakers to ensure the #cleantech story is written in Europe.

The energy in the room was palpable. After a difficult year for Europe, with a war on our continent, dual energy and climate crises, and increased global competition, challenges abound. But over the course of a packed day of road-mapping, networking and collaboration, the EU cleantech and policy communities demonstrated their ability to come together and find a path to cleantech leadership in these difficult times.

The Summit opened with a keynote by European Commission Executive Vice-President Margrethe Vestager, who committed to making Europe the “home for cleantech and industrial innovation.” We hosted ten Members of the European Parliament from as many countries, who led thematic road-mapping workshops on key clean technologies, including Cleantech Friendship Group's co-chairs Lídia Pereira and Mohammed Chahim

The day was full of announcements:
🤝 Cleantech for Europe Investors and the European Innovation Council and SMEs Executive Agency (EISMEA) signed a new partnership to collaborate on cleantech deal-flow, experience sharing and market analysis
🚀 Four rockstar cleantech companies joined our Cleantech Scale-Up Coalition Skeleton Technologies Verkor Energy Dome ZE ENERGY
🚨 We released our Annual Cleantech Briefing, showing 2022 was the second highest year on record for EU cleantech

Huge thanks to our amazing speakers, moderators, attendees and everyone who contributed to this moment, including our supporters from day 1 Ann Mettler Julia Reinaud Philipp Offenberg. We could not have done it without such a vibrant community rallying behind the cleantech cause. Now, our common challenge for 2023 is to turn this new EU-wide collaboration into concrete actions to lead the global cleantech race.

Last week at the World Economic Forum in Davos, President Ursula von der Leyen of the European Commission announced a new piece of cleantech industrial policy – the Net Zero Industry Act. The President announced the Commission’s commitment to the cleantech story being written in Europe. 

It’s our great privilege to announce that this year’s Cleantech for Europe Summit will be opened by Executive Vice-President Margrethe Vestager, who will share more about the EU’s Green Deal Industrial Plan. The speaker line-up includes  ten Members of the European Parliament, all from different countries, including the Co-Chairs of the Cleantech Friendship Group, Mohammed Chahim and Lídia Pereira. 

The EU can lead in the global cleantech race, but time is not on our side. To remain competitive, the EU must come up with a comprehensive cleantech industrial strategy. This Wednesday, communities and coalitions come together to write this story, all together.

Yesterday, at the World Economic Forum in Davos, President Ursula von der Leyen of the European Commission announced a crucial piece of legislation: the Net Zero Industry Act. 
 
The President made clear that Europe’s cleantech story is still being written. She is right. All across Europe, innovators, scale-ups and investors are working tirelessly to build the next generation of industry. The EU’s cleantech story has to be written together with them.
 
Here is what we know of this new Act so far, also labelled a Green
Deal Industrial Plan which will rest upon 4 pillars:
 
📃Creating a regulatory environment that allows EU to scale up fast, identifying clear goals for European clean tech by 2030
💶 Boosting investment and financing of clean-tech production, including simpler procedures, accelerated approvals and a new European Sovereignty Fund
👷♀️Investing in skills to build the workforce needed for the scale-up
🔗 Open and fair trade to build the supply chains needed for the cleantech scale-up
