The SEACEF thesis of providing early-stage risk capital to large-scale projects and scalable businesses that promise to accelerate the low carbon transition in Southeast Asia is being proven. 
 
The five investments made to date have already mitigated 7,500 tonnes of greenhouse gas emissions since SEACEF’s launch in mid-2020, with significantly greater impact emissions reductions anticipated in the years ahead. Three of SEACEF’s five investments have also already attracted follow-on funding – which is well ahead of our initial expectations.
 
As the only fund in Southeast Asia with the mandate and scope to provide early-stage catalytic capital for the low carbon transition in Southeast Asia, SEACEF is showing that relatively small amounts of early-stage capital, invested smartly, can have an outsized impact.  
 
As we advance through SEACEF’s second year, we are excited to progress a range of investments across the spectrum of electric mobility, energy efficiency, energy storage, and renewable energy projects and businesses to generate even greater climate impact.

It is an honour to be invited by the Energy Transition Partnership (ETP) to speak at the Indonesia Pavilion at #COP26 in Glasgow.
 
My message is simple: to get Indonesia on a positive track to net zero, stakeholders need to act in concert to agree on the plan and quantify the cost of increasing electricity generation with renewables, along with grid and storage infrastructure.
 
In the short term, these investment costs include developing low-cost renewables that can compete with the marginal cost coal-fired generation. To achieve this, as well as rolling out the required renewables, means state power utility PLN must restructure its tariff taking on board financial support from donor countries and the Government of Indonesia to ensure those benefiting from renewable energy can still afford to pay for it.
 
Financial solutions can then be designed with the support of philanthropy to draw in donor-government funds with the assurance that pricing risks are managed and there is a transparent, achievable roadmap for the low-carbon transition.

We launched SEACEF at the height of the Covid-19 pandemic with the ambition to provide early-stage risk funding to high-potential technologies and businesses that promise to accelerate the net zero transition in Southeast Asia. 
 
In just one year, we have provided catalytic funding to five projects across three countries – Indonesia, Vietnam, and the Philippines. Three of these five have already attracted further capital from major investors, thanks to the de-risking effect of our initial investment. 
 
Through this progress we are already starting to see the validation of our thesis: that small amounts of capital strategically deployed into early-stage large-scale projects and scalable clean energy platforms can move the dial on climate change.

We are delighted that Levanta Renewables, one of SEACEF’s first investments, has announced that it has attracted development equity funding to advance its 103.5MW wind project in Kon Tum province in Vietnam’s Central Highlands region.
