High levels of building electrification are expected to create a significant challenge for recovering the costs of California's gas system, potentially leading to very high gas rates for customers who are unable to electrify. Major changes to gas infrastructure planning and cost recovery will be needed to support a managed transition that limits adverse cost impacts for ratepayers. Although California was an early leader in identifying the need for a gas transition, other states have since implemented a range of actions to manage gas system spending and update cost recovery mechanisms to support a managed transition. This presents an opportunity to learn from other states and inform the scoping of a new gas planning proceeding that just launched at the California Public Utilities Commission. In a new white paper funded by the Natural Resources Defense Council (NRDC) , E3 reviewed gas transition proceedings in other states and identified five focus areas for near-term action (see chart). This summer, New York State approved an energy storage mandate that doubles its previous goal, with a new target of 6 gigawatts of energy storage by 2030 – representing 20% of the state’s peak electricity demand. Utility-owned storage (UOS) has the potential to help meet this target while also managing essential transmission system needs where market solutions may fall short, like managing congestion and reducing renewable curtailment. In collaboration with National Grid and industry experts, E3 examined the use cases for UOS to provide transmission services in New York. By deferring or avoiding costly and long lead-time transmission upgrades, utility-owned storage can provide system and ratepayer benefits by supporting the achievement of New York’s climate and clean energy goals. Since 2010, E3 has regularly created and released formal public databases and calculations of levelized costs, which has supported a variety of public planning processes (such as the WECC Transmission Expansion Planning and Policy Committee and the California Public Utilities Commission, along with numerous utility IRPs). This analysis is conducted with E3’s in-house analytical tool Recost, and we’re excited to announce the tool is now available for purchase. It includes all inputs, assumptions, and calculations, and can be configured as needed. Given a set of technology- or project-specific assumptions for system performance and operations, upfront and ongoing costs, and financing parameters, Recost computes levelized cost metrics, such as the levelized fixed cost and levelized cost of electricity. We also combine fixed cost calculations with resource-specific capacity contribution assumptions to develop a levelized cost of capacity metric, also known as gross cost of new entry. It’s used in a wide array of electricity system planning models, like capacity expansion modeling and procurement strategy and bid evaluation.
