His Excellency Ranil Wickramasinghe honored Mr. Sarada De Silva, Emeritus and Founder Chairman of the Spice Council, and Chairman of HVA Food PLC, at the 19th National Spice Council AGM. Mr. De Silva was recognized for his significant contribution to finding platforms, driving the Geographic Identification (GI) of cinnamon for Sri Lanka, and providing dedicated and invaluable service to the Spice Industry. With over 50 years of service in exports, spice, tourism, and especially in the Ceylon Cinnamon Industry, he is the founder chairman and emeritus chairman of the Spice Council of Sri Lanka, founder Chairman of the Cinnamon Training Academy, and Ceylon Cinnamon Geographical Indications Association. It was he who began the bifurcation of Cinnamon from Cassia in the harmonized code system under the World Customs Organization, a long-felt need in the cinnamon industry. Having observed international trends for Quality Assurance and Training of certified personnel decades ago, he promoted the idea of Good Agricultural Practices (GAP) and Good Manufacturing Practices (GMP) and established an internationally recognized cinnamon training academy with Tertiary Vocational Education Commission-accredited national vocational qualifications for those in the cinnamon value chain. He initiated and worked towards obtaining the Ceylon Cinnamon Geographical Indication, or 'GI' as we know it, a process begun in 1994 with the inclusion of Ceylon Cinnamon as a GI in the National Intellectual Property Law. His diligent work for over a decade culminated when Sri Lanka gained its only GI in February 2022. He has headed the Spices and Allied Products, Producers and Traders Association, being on the Export Development Board advisory committee on spices and allied products, Marketing and trade facilitation, and the Ministry of Commerce and Industry advisory committee on spices and Allied Products. A member of the National Council for Economic Development, export cluster, and member of the steering committee to form the National Competitiveness Council of the Ministry of Finance, he is also the past president and patron of the National Chamber of Exporters of Sri Lanka. Chairman and managing director of B. Darsin de Silva and Sons, he is the chairman of HVA Foods PLC, Ceylon Cinnamon and Growers Private Limited, the Cinnamon Training Academy, and Ceylon Cinnamon Geographical Indicators Association, while also consulting for the World Trade Organization, International Trade Center Geneva for EU-assisted markup project for East African community countries. He is a director of the Sri Lanka International arbitration Center, Guarantee Limited, and chairman and managing director of Intercom Group of companies until his retirement in 2014. He is also the past chairman and current director of Ceylinco General Insurance, founder chairman of the Ceylon Cinnamon Association, and was instrumental in highlighting the importance of the Cinnamon industry over the last three decades
