IBM Launches Its Most Advanced Quantum Computers, Fueling New Scientific Value and Progress towards Quantum Advantage

IBM announced significant advancements in its quantum computing technology.  This includes the release of the Heron processor (version 2), featuring 133 qubits and improved error mitigation techniques.  Simultaneously, IBM enhanced its Qiskit software, enabling the execution of complex quantum circuits with up to 5,000 two-qubit gate operations, resulting in a 50x speed increase in certain experiments.  These improvements are paving the way for quantum-centric supercomputing, with collaborations underway with RIKEN, Cleveland Clinic, and Rensselaer Polytechnic Institute.

IBM has announced plans to enhance its Power server family with advanced AI capabilities and a new processor, the Power11. Additionally, IBM's Spyre Accelerator will significantly boost the speed and accuracy of AI processing on Power servers. IBM is also developing an AI-based assistant to aid in RPG application modernization and development, and has expanded its Power Virtual Server infrastructure-as-a-service offering.

AI development is moving fast. Regulation needs to move even faster. Here are 3 ways governments and companies can take a proactive approach to advancing trusted #AI. 

1. Regulate AI risk, not algorithms: Not all uses carry the same level of risk. The focus should be on regulating high-risk uses that have far-reaching societal and economic consequences.

2. Hold creators and deployers accountable: While governments play an important role, organizations and creators must also bear some responsibility.

3. Support open innovation: We should not create a licensing regime for AI. Instead, it should be built by and for the many. This will help promote healthy competition, innovation, skilling and security.
