In order to justify increased utility investments in energy efficiency, regulators typically require that the money spent meets some form of “cost-effectiveness” test. 

But today, the most common cost-effectiveness tests, including the Total Resource Cost (TRC) test, are (unnecessarily) biased toward programs that incentivize low- or no-cost measures rather than deep retrofits.

Cost-effectiveness tests often hurt decarbonization efforts by including private capital investments versus focusing on ratepayer investments. It’s time to update our definition of cost-effectiveness so that we can effectively decarbonize buildings and help households save lots of energy.

Every contractor participating in an energy efficiency rebate program incurs what are often called “carrying costs.” These are essentially the costs incurred between the time when a project is installed and when that rebate is paid out by the program. 

Keeping carrying costs low is more important than ever now that the historic Inflation Reduction Act (IRA) Home Energy Rebates are hitting the market. Luckily, thoughtful program design can help minimize carrying costs for all.

To quickly launch the Inflation Reduction Act HOMES Program, states should stand up measured savings pilot programs. In measured pilot programs, states can ask aggregators to take on more responsibility and accountability for program inputs.

In turn, state energy offices and their implementation partners can spend more time and budget on other program elements.

With the IRA rebates coming online, a big question remains: Will consumers be happy with their experience? Or will they give the rebates no tomatoes? 

The decisions that matter are coming soon—especially when it comes to how these rebates can be accessed by the average household. The good news, though? It is still possible for every state to produce a blockbuster film.
