The Council of Ministers, following the proposal of Spain's Ministry for Ecological Transition and the Demographic Challenge ( #MITECO ), has approved a landmark Royal Decree to regulate the production of electricity from marine renewable sources 🌊 . This participatory and flexible framework maximizes positive impacts like job creation 👩🔧 and industrial growth, while minimizing environmental effects. ⛳ Under the Offshore Wind and Marine Energy Roadmap and the updated National Integrated Energy and Climate Plan (2023-2030), Spain aims to, by 2030: 🌬️ Reach up to 3 GW of offshore wind 🌊 Achieve 60 MW of marine renewable energy 🦺 This development will generate around 40,000 new jobs and boost economic activity 📈 , all whilst ensuring harmony with other sea uses. Following public consultation, a Ministerial Order will kickstart the tender process, setting the timeline and criteria. Up to 30% of the criteria will be non-financial, reflecting the project’s broader value. 👉 After much awaited time, the Italian Government announced last week the subsidies that will be used to spur deployment of the more “immature” technologies to achieve the country’s renewable energy targets – the FER 2. 👉 Subsidies will take the form of a contract for difference ("CFD"), well-known by the industry. Among these technologies, floating offshore wind plays a dominant role. 👉 The law is final and official, but it is not yet in full-force, as interested applicants are still waiting for the date for the first auction to be announced by the GSE (Gestore Servizi Energetici) – the authority responsible for carrying out the auction 👉 Technologies covered under FER 2: offshore wind (floating and fixed), biogas, biomass, geothermal, floating solar PV, and marine energies such as wave energy. Each technology has their own strike price, capacity allocated and timeframe for reaching operations. For plants below 300kW, no auction is required. See our Briefing hereunder for more insights.
