It’s been almost a week since we released our Australian Hydrogen Market Study, Supply Chain Readiness Assessment. This study, developed in partnership with the UK’s Foreign, Commonwealth and Development Office , was designed to discover the real ‘size of the prize’ for Australian hydrogen production, and what this means for UK organisations. As this week comes to a close, we are reflecting on Rachel Reeve’s first Labour Budget and what it means for energy. We welcome some key clarifications, but the extension of the EPL on North Sea oil and gas, along with the removal of the broad investment allowance, has raised understandable concern across the sector. This approach risks slowing progress on both energy security and the UK’s transition to net zero, areas where the North Sea has tremendous potential to lead. The industry understands the pressing need to decarbonise. Companies have invested heavily in renewables and transitional technologies, from hydrogen to carbon capture and storage (CCUS). More than 40 organisations, including Xodus Group, recently underscored this in an open letter, noting that while the sector is committed to a low-carbon future, a well-managed and carefully planned transition is crucial. The reality is that oil and gas will remain part of the UK’s energy landscape for years to come, supporting economic stability as renewable capacity builds up. The EPL’s limited investment allowance for decarbonisation, reduced to 66%, is a nod towards supporting the transition. However, without broader investment incentives, the UK risks losing out on the innovative work happening within the sector. There is a balance to be struck: these companies bring the expertise, infrastructure, and skills essential for developing renewable projects that will drive our net-zero ambitions. Retaining this supply chain and encouraging its evolution will ensure the UK’s long-term energy resilience. We have heard strong commitments from the government on energy collaboration, including the formation of GB Energy and a renewed focus on net zero. This is a foundation, but it’s vital to keep open channels with industry to ensure the UK remains an attractive destination for investment. Policies that encourage reinvestment in the UK will not only help the sector meet its decarbonisation goals it will also create a steady pipeline of work and jobs, building momentum for economic growth and green technologies. The reality is that industry needs a stable and constructive policy environment to support its long-term investments in clean energy. A tax structure that incentivises projects in hydrogen, CCUS, and offshore wind, for instance, could be transformative in positioning the UK as a global leader in renewable technology. In supporting a broader spectrum of investments, the government can align its fiscal policies with its climate goals, encouraging the sector to confidently reinvest in the UK’s future. It’s not just about tax policy; it’s about building a balanced strategy that supports the evolution of the North Sea as a sustainable energy hub. By fostering a collaborative approach with the energy sector, the government can create a path that secures energy resilience, jobs, and environmental progress. No matter what, at Xodus, we will strive to deliver a responsible energy future.
