The Social Security Administration (SSA) is an independent agency of the U.S. federal government that administers Social Security, a social insurance program consisting of retirement, disability, and survivors' benefits. It was created as part of the New Deal with the signing of the Social Security Act of 1935 by President Franklin D. Roosevelt.
