In Merge Before Apply, changes are first merged into the main branch before the `terraform apply` command is executed. This approach updates the main branch immediately, with the application of changes occurring after the integration into the main branch.

In Apply Before Merge, the `terraform apply` command is executed before changes are merged into the main branch. This means the changes are applied and verified in an isolated PR branch before being integrated into the main branch.
