𝐄𝐍𝐄𝐑𝐆𝐘 𝐏𝐎𝐋𝐈𝐂𝐘 / 𝐏𝐎𝐋𝐈𝐓𝐈𝐂𝐒 : The stability that has underpinned Japanese energy policy for decades is now facing doubts. Since losing its Diet majority last week, the ruling LDP has lost some control over the implementation of its energy agenda, leaving it reliant on minority parties. State-led initiatives and programs that rely heavily on state funding and rule-making will face additional scrutiny and consensus-building, leading to potential delays. It also puts the government in a weak position to dictate the next Basic Energy Plan. In a blow to the new Cabinet, the ruling Liberal Democratic Party-Komeito coalition lost its Lower House majority in the Oct 27 election, the first time since 2009 and a rare occurrence in the past half century. The results show widespread dissatisfaction among voters over energy and food price inflation and a recent slush fund scandal. As Prime Minister Ishiba seeks to pick up the pieces, his government will need to take greater heed of proposals from opposition parties and rely on ad hoc support from lawmakers across the political divide. In such an environment, populist energy policies and uncertainty over longer-term programs look inevitable. After examining the Japan Innovation Party's digital transformation (DX) and green transformation (GX) policies yesterday (link to post: https://lnkd.in/gDrTZWyW ), today we're looking at the Democratic Party for the People (DPP), which has received the most attention by the Japanese media as a potential kingmaker in the next government. Although party leader Tamaki Yuichiro has thus far ruled out joining a coalition with the Liberal Democratic Party (LDP) and Komeito, the DPP, whose main focus is on raising take-home pay for workers, seems to be in a position to influence the next government's policy regardless. Nuclear energy is the issue where the DPP addresses both DX and GX. To reduce carbon emissions and provide power for Japan's rapidly increasing data centers and chip factories, the DPP wants to do two things. 1. Operate nuclear power plants with a rigorous but streamlined safety regulation regime. 2. Develop new technologies for nuclear reactors (e.g., light water, SMRs, fast breeder, offshore), spent fuel processing and disposal, and fusion power. The DPP could leverage their position in the Diet to push pro-nuclear policies and overcome those in the LDP who have been reluctant to support nuclear power in the past, including LDP President Ishiba Shigeru, who reversed his position on largely phasing it out when running to become his party's leader. The DPP policy page ( https://lnkd.in/g6zbpE39 ) also outlines ways to achieve carbon neutrality through an all-of-the-above approach to the nation's energy mix, as well as a distributed energy society that includes microgrids relying primarily on renewable energy, with a revamped renewables surcharge system to lessen the burden on consumers. On DX, the DPP calls for digital technology in education for customized learning and in medical care for efficiencies through digital records and telehealth. 𝐖𝐈𝐍𝐃 𝐏𝐎𝐖𝐄𝐑 : In the next five years, Japan’s preparedness for the expansion of offshore wind power generation will be put to the test with a number of large-scale projects set to come online that would account for an estimated 3-5 GW in capacity if built. However, to realize the government’s clean energy goals for 2030 and beyond, the offshore wind sector is in dire need of attracting tens of thousands of qualified and motivated workers. Recently, a growing number of private training centers have started offering programs for established technical workers, raising expectations that wind power projects already in the pipeline have a good chance of completion on time. But the lack of structured university programs to prepare a permanent wind power workforce is raising concerns about whether Japan is ready to build and maintain large-scale offshore wind projects for decades to come. Private training centers can only partly fill the void. Japan must step up its game in terms of both fostering and securing top talent for a wide range of jobs, from technological innovators to on-site wind installation and maintenance technicians, as well as experts in industrial health, safety inspections, search and rescue operations, as well as maritime and shipping. 𝐽𝑎𝑝𝑎𝑛 𝑁𝑅𝐺 takes a look at recent initiatives aimed at rectifying the current deficit of essential skilled workers that could impede the growth of the nation’s wind energy industry. 𝐇𝐘𝐃𝐑𝐎𝐆𝐄𝐍 : After years of planning, new hydrogen and ammonia projects in Japan were expected to get the green light in 2024 with the rollout of state subsidies. Industry expectations were high and potential exporters from Asia, the Middle East, North America and Australia have been on high alert to sales opportunities. Progress remains uneven, however. While the Diet passed the Hydrogen Society Promotion Act in May, taking effect last week, on Oct 23, before the promised November deadline, key details on when the application process for state subsidies begins, and some other parameters, still remain unclear. According to ANRE, these will take “a little longer.” Example sheets in the application forms suggest that METI still envisages subsidies to flow into the hydrogen and ammonia supply chains in the near future. People familiar with the subsidy procedures, however, now admit that recent political upheaval in Japan, and to a small extent the upcoming U.S. election, have put progress on pause. It would be a major, positive surprise if even one subsidy is awarded this year. Since Kishida’s August announcement not to seek reelection as head of the ruling LDP, politics have taken priority over policy considerations in Tokyo. Ishiba won the most crowded LDP leadership race in recent decades, only to face lukewarm popularity soon after taking office. Ishiba immediately called for a general election to cement his position, but early indications show that the Oct 27 election could weaken the LDP’s control of the Diet. As the next steps for Ishiba and his Cabinet are uncertain, and the U.S. presidential vote due in a week, few see the METI minister signing off on any major hydrogen developments in the immediate future. ----------------------------------- This is an extract from a premium *Japan NRG Weekly* report. 𝐒𝐎𝐋𝐀𝐑 𝐏𝐎𝐖𝐄𝐑 / 𝐏𝟐𝐏 𝐄𝐍𝐄𝐑𝐆𝐘 𝐓𝐑𝐀𝐃𝐈𝐍𝐆 : Peer-to-peer energy trading, in which consumers and businesses produce and sell electricity between themselves, appears poised to take off in Japan. Two peer-to-peer (P2P) initiatives, one already underway in Gunma Prefecture and another kicking off next month in Ehime Prefecture, have brought Toshiba Corp, the JA Group and Itochu Corp into collaboration with local governments and dozens of homeowners with solar panels. The common thread for these separate initiatives is TRENDE, a solar installation and energy trading company set up by TEPCO six years ago, but now owned by Itochu. The startup has developed a blockchain technology that facilitates P2P transactions. Due to Japan’s high population density and rapid expansion of solar power in the years after the March 2011 Fukushima disaster, there is a high potential for P2P energy trading to assist the country in meeting carbon-reduction targets, especially as solar power installations have slowed since the 2022 phase-out of the Feed-in Tariff (FIT). As selling excess energy directly to users via a P2P platform is generally more profitable than selling it back to the grid, P2P trading could help stimulate another wave of solar energy expansion. While there have been previous P2P projects in Japan, they mostly focused on developing the microgrids and blockchain technologies that support the system. These new initiatives stand out as practical pilot projects that bring together consumers, EVs, factories and agricultural facilities.
