The Communications Authority in Kenya and the Kenya Revenue Authority announced a potentially problematic directive to people in the country to register every mobile device’s International Mobile Equipment Identity (IMEI) number on a customs database for revenue regularization effective November 1, 2024. This directive is not limited to sole mobile owners but to importers, retailers, wholesalers, and mobile network operators (MNOs). Merely eight months after Sandvine was added to the U.S. Entity List by the Bureau of Industry and Security (BIS), the company was removed based on its recent reforms and its intended commitment to human rights, but Sandvine has a long well-documented history of facilitating human rights violations that warrants caution. We, together with other experts and civil society organizations have written an open letter to Sandvine to gather the evidence needed to confirm the commitments made by the company are well-actioned.
