A South Carolina Department of Education survey, which received nearly 10,000 responses, found that 83% of high school teachers believe cellphones distract students in the classroom, and 92% support a policy to limit cellphone use. According to Pew Research Center , 72% of high school teachers find cellphones to be a major problem in the classroom. States are taking steps to reduce the usage of cellphones and other electronic devices in schools thanks to large bipartisan support and the backing of teachers. In response to a growing prison population and high rates of revocation from supervision, Iowa requested support from the OJP Bureau of Justice Assistance in 2021 to address these issues. Using a Justice Reinvestment Initiative approach, we worked with a bipartisan, interbranch group of state leaders to evaluate data and current policies to improve the state’s public health and public safety outcomes. We have released our findings and proposed implementation priorities for the state to potentially reduce prison populations and improve successful community supervision, while protecting public safety and maintaining the health and safety of people involved in the criminal justice system. Exciting day representing the The Council of State Governments at a crucial meeting with Secretary Cardona and senior leaders from the Department of Education! We had an insightful discussion focused on our collective efforts to enhance the completion of the 2025-26 Free Application for Federal Student Aid (FAFSA).

The Council of State Governments, the National Conference of State Legislatures , the National Association of Counties , the National League of Cities , and the United States Conference of Mayors , signed a joint letter urging Congress to reauthorize the Second Chance Act (SCA). “The Second Chance Reauthorization Act represents a critical investment in our communities, empowering states and local governments to create pathways to rehabilitation and reintegration for formerly incarcerated individuals. It enables states to implement innovative programs that reduce recidivism rates and promote successful transitions, ultimately benefiting public safety," said CSG National Director of Federal Affairs Jay Nelson.
