Recently, the DBSA participated on a panel at World Biodiversity Summit in Cali, Colombia, alongside the UN Biodiversity COP16. This event aimed to advance the Kunming-Montreal Global Biodiversity Framework, focused on innovative financing strategies to bridge the biodiversity funding gap. Led by Michael Hillary , DBSA Group Executive: Financing Operations, our team engaged in key discussions about driving partnerships and investments for a nature-positive future. We discussed transformative approaches with financial strategies with global biodiversity goals in mind. On 7 October 2024, the DBSA solidified its partnership with the City of Johannesburg (COJ) to accelerate and enhance infrastructure development. We hosted the COJ City manager, Mr Floyd Brink, CFO Tebogo Moraka CA(SA), RA , along with several senior officials. Our strategic collaboration aims to tackle key challenges in development and financing of infrastructure, as well as technical constraints that municipalities face, unlocking new avenues for economic growth and social development. As South Africa’s largest city and commercial hub, Johannesburg is a cornerstone of national growth. Through this partnership, the DBSA will offer both traditional and innovative financing solutions, facilitate efficient infrastructure delivery, and foster local economic drivers that fuel inclusive growth and job creation. Additionally, we will strengthen governance and improve institutional management at the municipal level, making this collaboration a powerful catalyst for sustainable development. The City plans to spend R2,8bn in capex annually over the next three years, across its core infrastructure sectors including health and human settlements, water and sanitation, electricity and solid waste. COJ is the Bank’s single largest municipal client in which it has disbursed in excess of R13 billion over the past 6 years. Group Executive – Client Coverage, Mohan Vivekanandan , shared the Bank’s role as a DFI to include the mobilisation and crowd-in funding for the municipal sectors through its strategic investment partnership with other DFIs, banks and institutional investors. COJ City Manager - Floyd Brink welcomed a programmatic and life-cycle approach to address the City’s project preparation, funding and infrastructure delivery requirements. The parties committed to five-year infrastructure investment partnership which includes alternative funding solutions premised on contemporary infrastructure and service delivery models, alternative fundings solutions and private sector partnership. The parties are exploring the following: - Ongoing lending support to meet the City’s critical infrastructure and funding needs, through balance sheet loans and limited recourse funding structures and - A joint technical assistance and project preparation facility to unlock the City’s projects towards bankability. Together, we aim to ignite impactful change that fuels prosperity and shapes the future of the city.
