Breaking news -- you just maxed out the number of evaluations in my long-term impact challenge! So here is my $1,000 donation to our local animal shelter 👇 And my 4 main takeaways from this experiment:

(1) There have been more ex-post evaluations carried out than I had previously thought. On the donor side – kudos to the Millennium Challenge Corporation and to the Japan International Cooperation Agency, both of which carry out regular ex-post evaluations on projects of a certain size. (JICA’s evaluations alone could have maxed out this challenge!) 

#USAID has run some high-quality ex-post evaluations and has even used the results to drive policy change. But despite this, USAID only supports ex-post evaluations on a tiny share of the work it funds – like far too many other large development donors.

(2) Yes, we reached the maximum donation to the animal shelter … but the overall numbers look BAD. The fact that, apart from JICA, we got ~dozens of post-project evaluations in response to this query – amid the thousands of development projects and billions of dollars spent over the years – indicates that measuring long-term impact is the rare exception, not the norm.

(3) It was great to see the wide variety of organizations who used many different methodologies to answer the question: Did a project's impact last after it ended? As we seek to scale up long-term impact measurement, let's consider a range of approaches -- the perfect doesn’t have to be the enemy of the good.

(4) Perhaps the most important lesson has been that ex-post evaluations tend to generate ACTIONABLE information that can change the direction of development policies and investments. Sometimes their findings are different than those of a project’s endline evaluation! Simply put, if we want to make impact that lasts, we have to measure it. Regularly.


Armed with all this new information, I’m turning my attention to how to scale up the use of ex-post evaluations. It seems obvious to me that the answer to scale-up must lie with development donors rather than with implementers. After all, they have the ability to require more regular ex-post evaluations on their projects.
